Strategies & Action
Plan
1. Re-engineering of ASIDC: The existing redundant manpower will be given Exit Options through VRS /Compulsory Retirement along with the offer of skill up gradation and preferences/incentives in starting business activities under ASIDC. To facilitate this, the Government would consider revision of pay scale (ROP 1998) and additional fund for VRS / Retrenchment benefits. Personnel with competency in techno-managerial knowledge and skill in various sectors of economy, project management, financial management and communication and liaison skill shall be absorbed on suitable contractual terms. Delivery capability of the Corporation will be enhanced by introduction of sound Management Information System, establishing data bank and computerization at all level. It is also suggested that the Government would consider urgently the appointment of a professionals in the board of Directors and Managerial positions to its full strength, who have sufficient knowledge on the aspects of socio-economic development.
2. Revival of viable sick units: It is proposed to help the viable SSI sick units (as defined by RBI) for their rehabilitation under package rehabilitation programme of the concerned financial institution / bank by re-scheduling and granting a period of five years for payment of their arrears dues including electricity charges at concessional interest rate.
3. Implementation of Central Govt. Schemes: The Corporation will take adequate complementary measures to gain maximum advantage of the Central Governments industrial and infrastructure development schemes and to act as Nodal Agency for implementation of such schemes. Such schemes might include but may not be limited to: Small Industry Cluster Development Programme, Integrated Infrastructure Development, Rajiv Gandhi Udyami Mitra Yojana etc.
4. Exit Options for non-viable defaulting units: It is proposed to offer smooth exit to the non-viable defaulting units by allowing a Special Amnesty Scheme under which these units will be allowed one time settlement of their outstanding dues to ASIDC. For availing this facility, the entire amount of dues less the interest and penal charges will have to be paid within a period of six months from the date of notification. The Government would consider to convert its Term Loan component of investment in ASIDC as Share Capital.
5. Seed Money Scheme: In line with the MSIDC, it is proposed to re-introduce the Seed Money Scheme to attract investment for setting up industries by prospective local entrepreneurs. This assistance shall be provided to the extent of 25% of the project cost subject to a maximum ceiling of Rs. 25 lakh for availing term loan from Bank/Financial Institution. The Government may either consider to grant ASIDC a corpus of fund amounting to Rs. 5 crore at nominal interest rate or provide interest free yearly budgetary support of Rs 1 crore
6. Infrastructure Development: The Corporation has sufficient sub-optimally used land at prime locations throughout the State. ASIDC proposes to exploit such land commercially through PPP route for driving industrial growth. These land can be developed for commercial complex, market complex, electronic & software hubs, sheds etc to facilitate various industry & commerce activities. ASIDC shall evolve innovative and forward-looking public private partnerships for implementation of such projects.

Communication Development: ASIDC with strategic alliance with TATA
Teleservices Limited shall create a robust and superior mechanism of telecommunication
to facilitate faster industrial and infrastructure development in the State through
e-governance at all levels by way of Video IP Telephony, Video Surveillance, High
Speed Broadband Connectivity and normal Telephony Service encompassing all government
departments, undertakings, aided institutions, local bodies, associations of industries
& commerce, educational institutions, health care institutions, law and order
machinery, security service providers and public in general.
8. Product Marketing Assistance: In the new context of the Preference Procurement Policy of the Central Government and also in consideration of the roles being played in this regards by SIDCs in other states, it is suggested that the State Govt. may consider to strengthen and streamline the APSP1989 Act through modification along with the policy of transparency for overall interest of the State. Through this Act, ASIDC proposes to expand its marketing base to Central Government departments, aided institutions, PSE s also and to create a Data Bank on various products & services of the MSMEs.
9. Project Marketing Assistance : under the project marketing scheme the corporation will provide marketing support to SSI units and SMEs by participating in major tenders and securing bulk orders of construction works.
10. Export Import Assistance : The Corporation to act as an apex body for export of products manufactured by the SSI units of the State to foreign countries.
11. Security and Facility Services : The Corporation has decided to start Security and Facility Services by empanelling competent agencies as partners for providing dependable services to business and industrial houses.
12. Institutes for Industry, Construction & Service sector workers: At present, there are about 8 lakh under matriculate youth remaining unemployable in Assam and this is considered to be the root cause for present unrest and insurgency problem in the State. ASIDC proposes to establish training institutes in line with the role of National Academy of Construction, Hyderabad and the model initiated by the Government of Gujarat so that such unemployed youth could be trained up for enhancing their employability in trade such as Masonry, Bar bending, Plumbing & Sanitation, Formwork & Carpentry, Electrical & House wiring, Painter & Decorator etc. ASIDC is in touch with the Directorate of Employment & Training and National Academy of Construction, Hyderabad for evolving suitable implementation mechanism.
